Private and semi-private settings introduce a separate layer. Balconies, terraces, shared courtyards, and roof spaces in rented buildings are frequently governed by tenancy agreements or building house rules that are stricter than municipal law. A resident may be legally permitted to grill in their city and still be contractually prohibited from doing so at home.
