Emotional harm at picnics tends to be quiet rather than dramatic. It shows up as the person who sat at the edge for two hours and was not spoken to; the one whose discomfort with public affection was read as coldness; the one photographed and tagged without being asked. None of these involve bad intent, which is why they are easy to repeat.
