Brief, low-stakes contact tends to do most of the work here. A greeting in the stairwell, holding a door, a short exchange about a delivery. These interactions create a face and a name, which makes it harder for small irritations to harden into resentment. Where anonymity persists, minor grievances often escalate faster, because there is no relationship to weigh against the annoyance.
