Non-participants are part of the picture too. Families, older residents, and casual walkers use the same coastlines, and awareness of who else can see or hear a situation is a basic element of shared public space. Photography raises the same issue in sharper form: many people at such locations have strong reasons not to be recorded, and cameras are widely treated as unwelcome regardless of intent.
