Weather is a second consideration. Wind at height is stronger than at street level and can move furniture, glassware, and lightweight objects. Objects falling from a roof present a real hazard to the street below. Sudden changes in temperature or rain may end a gathering earlier than planned, and having an indoor fallback reduces pressure to stay outdoors longer than is sensible.
