There is also the matter of visibility. Public space means being seen, and comfort with that varies enormously depending on a person's circumstances, the city, and whether they are out to colleagues, family, or neighbours. Someone who suggests a park may be signalling ease; someone who declines one may have entirely reasonable reasons that have nothing to do with interest. Community perspectives increasingly emphasise reading that decline as information rather than rejection.
