Several distinctions are useful. There is the difference between access and control: having a key does not usually imply the right to reshape the space, remove plantings, or install permanent furniture. There is the difference between use and occupation: passing through or sitting for an hour is generally uncontroversial, while reserving the whole area for a private gathering is a different kind of claim. And there is the difference between what is permitted and what is welcome, which are rarely identical.
