Several distinct layers are often at work at the same time. There may be a permission to occupy the space, a separate permission relating to alcohol, another relating to amplified sound or music, another relating to food service, and further conditions concerning capacity, fire exits, closing times, and whether the gathering may be visible or audible from the street. An organiser who has satisfied one layer has not necessarily satisfied the others.
