A common misunderstanding is that a public space is by definition available for any lawful use. In practice most parks, squares, and streets are administered, and organised gatherings above a certain size or with a certain profile typically require notification or approval. Equally, a privately owned venue that is open to the public is still private property, and the owner retains broad discretion over what happens inside.
