Attendees contribute to this whether or not they intend to. Noise on the street outside, behaviour at neighbouring premises, and the state in which a space is left all feed into how the next application is received.

| Safety=Permissions and safety are closely linked, because most conditions attached to a public event exist for protective reasons. Capacity limits relate to evacuation. Exit rules relate to fire. Sound restrictions relate to neighbours and to the ability to hear an announcement. Treating these as bureaucratic obstacles tends to obscure their function.
