Responsibility is distributed. Organisers carry the formal obligations, venues carry their own, and attendees carry a personal share: knowing where exits are, respecting stated limits, cooperating with staff, and recognising when a situation has moved beyond what a space can hold. Where alcohol or other substances are present, this awareness can degrade quickly, which is one reason many events place staff at thresholds rather than relying on general goodwill.
