A common misunderstanding treats expectation-setting as a demand for certainty. In practice it is more often a description of preference held loosely. Saying that one has an obligation later in the evening, or that one prefers to meet somewhere public first, communicates a boundary without asking the other person to commit to a script. Community discussion tends to distinguish between clarity, which is useful, and rigidity, which is not.
