Responsibility for inclusion is commonly assigned to the host, and hosts do carry a particular share of it, since they alone know who everyone is and how they relate. But in practice the work is distributed. A guest who notices someone standing apart and moves toward them is doing something a host cannot always do, being occupied elsewhere. Groups that sustain a welcoming character over time tend to be those where several people, not one, treat this as part of attending.
